<p>Fantasy Baseball Dugout is proud to have one of the six voting spots in Yardbarker’s Blogger Poll for MLB Power Rankings 2010. In addition to providing our insight on ranking each MLB team 1-30, we also monitor the NL East each week and drop a little insight on each team.</p>
<p>See below for our rankings for MLB Week 21.</p>
<p>It&#8217;s been about 10 weeks or so since we last published our poll. At the time, the Yankees had just taken over the Rays as the top team on the list. Due to going 7-3 in their last 10 games and seeing how they&#8217;ve once again tied the Yanks atop the AL East, the Rays once again sit atop our power rankings.</p>
<p>In other major AL East news, the Orioles finally moved out of the cellar in our power rankings&#8230; so props to the O&#8217;s. This week, they&#8217;re all the way up to no. 29 overall.</p>

<p>Judging a hitter or pitcher on Spring Training performance is difficult because both hitters and hurlers tend to face some competition that won’t make an Opening Day roster. Spring Training stats can be useful in discovering who might breakout in the upcoming season or which rookies can make an impact when they are called up later in the year.</p>
<p>In the case of sluggers like Ryan Howard, Spring Training numbers just reinforce the notion that they are warm weather superstars – guys who dominate during the summer months and are notorious slow starters because they play in a four-season climate.</p>

<p>Outside of it being a fantasy baseball dynasty league, when it comes to <a title="fantasy baseball tips" href="http://www.fantasybaseballtools.com/minor-league-report/2010-fantasy-baseball-rookies/" target="_blank">drafting a rookie</a>, I am always looking for the player that has the best chance of helping my team in the current season.</p>

<p>If you are participating in a one year league or a league with keepers are allowed, it really does no good to roster a player like Josh Vitters down in Single-A when you could use that roster spot for a guy that is going to provide immediate dividends for you in 2010.</p>
<p>For evaluating rookies, I am focusing on two things. The first being the players skill set and the other is the chance for an opportunity. Keep in mind that even if an opportunity is not currently present, skill wins out at the end of the day and will force an opportunity at some point in the year.</p>
<p><span id="more-1484"></span>Below is the list of <strong>fantasy baseball rookies</strong> that have the best prospects of making an impact in <strong>2010</strong>. Note that I am defining a rookie as any player that did not see time in the major leagues last season.</p>

<p>Everybody is looking for a sleeper in their <a title="fantasy baseball draft" href="http://www.fantasybaseballdugout.com/2010/02/28/fantasy-baseball-tip-bes/" target="_blank">fantasy baseball draft</a>.  Whether you win the fantasy baseball league or not, having bragging rights for finding that rookie sensation is a nice consolation prize, even if you don&#8217;t end up winning the pennant.</p>
<p>While finding that unknown diamond in the rough is great for your ego, you&#8217;re more likely to find a dud than a stud.</p>

<p>Here&#8217;s a look at some of the top <strong>2010 fantasy baseball pitcher sleepers</strong> and <strong>fantasy baseball pitcher prospects</strong> for your <strong>2010 fantasy baseball draft</strong>.</p>
<p><strong>Stephen Strasburg, SP, Nationals</strong> &#8212; Its hard to say <a title="top pitcher prospect 2010" href="http://www.fantasybaseballdugout.com/2009/05/09/strasburg-nationals-draft/" target="_blank">Stephen Strasburg</a> is a sleeper, but he is a newcomer.  Probably the most highly-touted pitcher to ever put on a uniform, Strasburg will likely start the season in the minors, although the hype has never been higher for a first year pitcher.  We&#8217;ve been writing about Strasburg for almost two years now and his potential is clearly unprecedented.  Strasburg will have some rough patches along the way, but he&#8217;s clearly the future of the Nationals along with Ryan Zimmerman.  With an improved lineup in Washington, he may actually win some games too once he&#8217;s called up in May or June.</p>
<p><strong><span id="more-1358"></span>Aroldis Chapman, SP, Reds</strong> &#8212; We have already told you a lot about Aroldis Chapman in <a title="Reds big signing" href="http://www.fantasybaseballdugout.com/2010/01/10/chapman-aroldis-fantasy-baseball-projection/" target="_blank">previous articles</a>, as he was negotiating and ultimately signing with the Cincinnati Reds in what may have been the most surprising signing of the Hot Stove season.  In Chapman&#8217;s debut, he hit <a title="Aroldis Chapman" href="http://sports.yahoo.com/mlb/blog/big_league_stew/post/Aroldis-Chapman-hits-100-mph-strikes-out-three-?urn=mlb,226703" target="_blank">102 on the radar gun</a> in front of less than 2000 Spring Training fans.  Chapman is the Cuban pitcher who defected in the off-season and signed a lucrative 5-year deal with Cincinnati.  It&#8217;s a signing that is making Reds fans feel like they have a legitimate shot of winning a mediocre NL Central title this year.  Expect Chapman to start 2010 in the minors, but only be there for a month before getting the call to Cincy.</p>
<p><strong>Brian Matusz, SP, Orioles</strong> &#8212; <a title="Matusz stats" href="http://baltimore.orioles.mlb.com/team/player.jsp?player_id=451085" target="_blank">Brian Matusz</a> is 23, left-handed, and went 5-2 with a 4.63 ERA in 2009.  He has a mid-90&#8242;s fastball to go with a nasty slider and a solid curve.  He just needs to work on improving his change up.  <a title="Orioles starting pitcher" href="http://mlb.mlb.com/media/video.jsp?topic_id=7962336&amp;content_id=7150969" target="_blank">Matusz is the fifth ranked prospect</a>, according to the MLB web site, was the top pitching prospect out of UC-San Diego in 2008, and is part of an improving Orioles pitching staff.  Look for Matusz to open as the Orioles # 4 starter and to compile some solid numbers in 2010.</p>

<p><strong>Neftali Feliz, RP, Rangers</strong> &#8212; Feliz held opposing minor league and major league batters to a microscopic .140 batting average in 2009.  He fanned over 11 per 9 IP.  Feliz came to Texas in the Mark Texeira deal and he did not disappoint in his major league debut in August when he <a title="Relief pitcher Neftali Feliz" href="http://mlb.fanhouse.com/2009/08/04/rangers-neftali-feliz-latest-prize-from-teixeira-trade-arrive/" target="_blank">struck out the first four hitters</a> he faced; that&#8217;s the first time that has happened since 1962.  Feliz was 1-0 with a 1.74 ERA in 31 IP while fanning 38.  He gave up just 14 hits in those 31 innings and earned two saves.  <a title="Rangers closer" href="http://texas.rangers.mlb.com/team/player.jsp?player_id=407911" target="_blank">Frank Francisco</a> is pegged as the Rangers&#8217; closer for 2010, but don&#8217;t be surprised if Feliz takes his job by year end.</p>
<p><strong>Madison Bumgarner, SP, Giants</strong> &#8212; The Giants may soon have somebody to add to the best 1-2 pitching punch in the majors in Lincecum and Cain.  The 6&#8242; 4&#8243; lefty has a 27-5 record and 1.65 ERA in his two seasons since being the number 10 pick in the 2007 draft.  <a title="Giants prospects 2011" href="http://mlb.mlb.com/mlb/minorleagues/prospects/y2009/profile.jsp?t=p_top&amp;pid=518516" target="_blank">Madison Bumgarner</a> has a fastball in the high 90&#8242;s with a great tail on it.  He is working to improve his curve and slider and has just started throwing a change up.  His work ethic is top notch.  The Giants gave <a title="Madison Bumgarner, pitcher" href="http://bleacherreport.com/articles/318763-will-madison-bumgarner-make-a-fantasy-baseball-impact-in-2010" target="_blank">Bumgarner</a> a call late in the 2009 season, despite being of the tender age of 19.  For the Giants, they must consider him to be untouchable and he won&#8217;t spend the entire season in the minors; expect him to be a mid-season addition.</p>
<p><strong>Kyle Drabek, SP, Blue Jays</strong> &#8212; He was the first round pick of the Phillies in the 2006 draft and has an impressive bloodline being the son of Doug Drabek, NL Cy Young winner in 1990.  He throws in the mid-90&#8242;s and possesses a sharp curve.  Last year, mostly with Reading, <a title="Kyle Drabek, Blue Jays" href="http://www.baseball-reference.com/minors/player.cgi?id=drabek001kyl" target="_blank">Drabek</a> was 12-3 with a 3.19 ERA.  He&#8217;s never pitched at Triple-A, but could fit into the Jays rotation this year as a fourth or fifth starter.  More likely, however, he&#8217;ll start in Triple-A this year and be a late season call-up as the Jays allow him to spend another season in the minors to develop since Toronto isn&#8217;t going to compete this year anyway.  The Phillies hated to give up on Drabek and it took the best pitcher in baseball to get the Phillies to bite when Philadelphia tossed him to the Jays in exchange for Roy Halladay.  During Spring Training, <a title="replacing Halladay not easy" href="http://sportsillustrated.cnn.com/2010/writers/joe_lemire/03/07/blue.jays.postcard/" target="_blank">Drabek has a baseball card of Halladay</a> hanging above his locker to remind him of the enormous expectations being placed on him in Ontario.  Drabek may not start the year with the Jays, but he&#8217;ll be active at some point in 2010.</p>
<p><strong>Wade Davis, SP, Rays</strong> &#8212; Wade Davis came up last year for one spot start and had the Tampa fans talking thanks to an electric curve ball.  He&#8217;s a workhorse and is the <a title="Rays starting pitchers" href="http://www.heraldtribune.com/article/20100307/ARTICLE/3071054/2050/SPORTS?Title=2-vying-for-fifth-slot-have-bad-day" target="_blank">possible # 5 starter for the Rays</a> this season if he can beat out Andy Sonnenstine.  Davis doesn&#8217;t rank with the elite prospects, but could end up as a consistent performer.  He&#8217;ll get his chance to earn a rotation spot for the Rays this season and <a title="Rays starting pitchers" href="http://rotokeeper.com/2010/03/06/wade-davis-tampa-bay-rays-secret-weapon/" target="_blank">one fantasy baseball site actually thinks he could become the ROY</a>.</p>
<p><strong>Ian Kennedy, SP, Diamondbacks</strong> &#8212; <a title="Padres fantasy baseball pitcher" href="http://arizona.diamondbacks.mlb.com/team/player.jsp?player_id=453178" target="_blank">Ian Kennedy</a>, 25, was a first round pick in the 2006 draft.  With the #4 and # 5 spots in the D-Backs rotation up for grabs, Kennedy has a chance to win one of those.  Kennedy is more famous than most pitchers with 12 lifetime MLB starts, but that&#8217;s because he&#8217;s spent parts of the last three seasons as a Yankees emergency call up pitcher.  This should be Kennedy&#8217;s first legitimate shot at being a permanent major leaguer.</p>
<p><strong>Carlos Carrasco, SP, Indians</strong> &#8212; <a title="FBD article about Carrasco" href="http://www.fantasybaseballdugout.com/2009/09/01/carrasco-indians/" target="_blank">Carlos Carrasco</a> came to the Indians from the Phillies in the Cliff Lee deal.  He was the Phillies #1 pitching prospect, just ahead of Kyle Drabek.  Carrasco is said to already be major league ready, but his 2009 stats did nothing to impress.  In 22 IP, he was 0-4 with a 8.87 ERA and a 2.28 WHIP.  Yuck!</p>
<p><strong>Aaron Poreda, RP, Padres</strong> &#8212; <a title="Padres pitchers" href="http://sandiego.padres.mlb.com/team/player.jsp?player_id=519145" target="_blank">Aaron Poreda</a> came to the Padres in the Jake Peavy deal.  He pitched in 14 games last year and compiled a 1-0 record with a 2.70 ERA.  His WHIP (1.73) has to be a concern with 13 walks versus just 12 strikeouts.  Poreda will likely start 2010 in the minors, but he has a plus fastball to go with a plus curve and has potential to be a solid setup man or starter for the Padres late in the 2010 season and will be with the club for keeps in 2011.</p>
<p><strong>Jeremy Hellickson, SP, Rays</strong> &#8212; It looks like <a title="fantasy baseball pitchers" href="http://bleacherreport.com/articles/322789-fantasy-baseball-prospect-report-jeremy-hellickson" target="_blank">Jeremy Hellickson</a> has been beat out for a chance at the Rays rotation in 2010 by another prospect, Wade Davis.  His WHIP over 114 innings last year in Double-A and Triple-A was an inconceivable 0.89!  While playing in the rugged AL East is no picnic for any pitcher that has to face the Red Sox and Yankees so often, the real value of Hellickson in keeper leagues might be the fact that the 22-year-old righty is top notch trade bait.  The ace of the Durham Bulls staff in 2009 should be ready for the Show full-time in 2011, but with the young Rays staff, Hellickson may be used as a tantalizing lure for veteran players for Tampa Bay which is stocked with young pitching talent.  Hellickson is only an injury away from a 2010 call up.</p>
<p><strong>Casey Kelly, RP, Red Sox</strong> &#8212; Casey Kelly is the # 14 prospect on the <a title="Sports illustrated prospects" href="http://sportsillustrated.cnn.com/2009/baseball/mlb/12/23/top.prospects/1.html" target="_blank">Baseball America list</a> for 2010.  Kelly has a fastball that he cutely moves at different speeds and his curve is his best pitch.  His <a title="Red Sox prospects" href="http://www.baseball-reference.com/minors/player.cgi?id=kelly-001cas" target="_blank">2.08 ERA and 0.85 WHIP</a> raised eyebrows for Sox fans last year. Kelly will likely spend a full season in the minors in 2010 and be ready full time in Fenway for 2011 if he continues to impress.  Expect to see him on this list again next season.</p>

			<content:encoded><![CDATA[<p><img class="captionimg" src="http://farm4.static.flickr.com/3320/3639913409_9eb10171a9.jpg?v=1245392315" alt="Aubrey Huff Fantasy Baseball Tigers" align="right" border="0" width="214" height="250" />Monday, the Detroit Tigers acquired first baseman / DH Aubrey Huff off waivers from the Baltimore Orioles in exchange for Brett Jacobson, an A-level minor leaguer.</p>
<p>The Tigers intend to use Huff to bolster their lineup for the pennant chase, as they are only 2.5 games behind the White Sox in the AL Central. Coming off his career season in 2008, Huff is hitting just .253 this year with 13 homeruns, 72 RBI, 52 runs and no steals.  These numbers put him on a pace behind his career averages of .287 / 26 / 92 / 82 / 3 coming into 2009.</p>
<p><span id="more-664"></span>So Huff is joining a contender for the first time in his career. Will he make the most of it? And how will his new surroundings play into his value for the playoffs this season?</p>
<p><a href="http://www.fantasybaseballdugout.com/2009/01/11/aubrey-huff-2009-fantasy-baseball/"><strong>In January</strong></a>, we told you to be cautious about investing a draft pick on Huff worthy of a starting lineup spot. Instead, we recommended that you consider him nothing more than a reserve 1B, corner infielder, or DH/utility. So far, our projections seem to be right on point.</p>
<p>Huff&#8217;s versatility will have some value for the Tigers. If Huff isn&#8217;t in the plans at 3B for the Tigers, Carlos Guillen and Huff will probably platoon at 1B. Marcus Thames is going to be the fall guy in terms of playing time. Offensively, Huff would seem to be the biggest upgrade for the Tigers by taking over at 3B &#8211; replacing Ryan Raburn. He&#8217;s probably a defensive liability if he played 3B, however.</p>
<p>The Tigers offense might have more firepower than Baltimore&#8217;s, but I doubt Huff&#8217;s value down the stretch in fantasy baseball goes up too much with this trade. His ownership is in the low 90&#8242;s, his starting % is in the 60&#8242;s, and his trade value in 1-for-1 deals is the likes of John Danks, Hunter Pence, and Jorge Cantu. Expect his starting % to go up and trade value to increase a bit, although I don&#8217;t see anyone rushing out to add Huff if they don&#8217;t already have him.</p>
<p>Consider his fantasy value today to be the same as we predicted in January &#8211; middling first baseman / reserve DH.</p>

<p>Shortstop <a target="_blank" href="http://www.fantasybaseballdugout.com/2008/03/28/jose-reyes-is-the-no-1-fantasy-baseball-shortstop/" title="Mets shortstop">Jose Reyes</a> went for an MRI on Wednesday and it appears as though Reyes&#8217; hamstring injury is worse than originally anticipated.  Doctors reported that there is scar tissue and severe inflammation in the young star&#8217;s hamstring.</p>
<p><strong>Jose Reyes</strong>, 26, has not played since May 20 when he suffered the injury at Dodger Stadium.</p>
<p>If you are still hanging on in hopes of a Reyes&#8217; return for 2009, give up.  There is not a rey of hope that Jose will be back.  If you&#8217;re still holding out, you&#8217;re not alone.  According to CBS Sports, although only 9% of clueless managers still have Reyes in their starting lineup, 96% of fantasy baseball owners are still holding out for a miracle return in September for Reyes.  Give up.  It isn&#8217;t going to happen.</p>
<p><span id="more-656"></span>Unless you play in a keeper league, <strong>cut Reyes loose now and replace him with somebody that might actually help you the rest of the season</strong>.</p>
<h4><u>Shortstops: The Pick of the Remaining Litter<img class="captionimg" border="0" align="right" width="239" src="http://cdn.bleacherreport.com/images_root/image_pictures/0254/5987/91767_feature.jpg" alt="Alex Cora, fantasy baseball shortstop" height="162" /></u></h4>
<p>Replace Reyes with whom you might ask?</p>
<p>Current Mets&#8217; starting shortstop <strong>Alex Cora</strong> is a possibility, but there are likely better options.  Cora has played in 77 games with a .256 average, 0 homers, 16 RBI, and 8 stolen bases.</p>
<p>The Mets now also have <a target="_blank" href="http://mlb.mlb.com/stats/individual_stats_player.jsp?c_id=mlb&amp;playerID=407556" title="Mets shortstop">Angel Berroa</a> who started the season in the Bronx, but Angel is never going to light up pitchers.  Berroa did have 17 homers for the Royals back in 2003, but he hit only one last year for the Dodgers to go with a .230 batting average and he hasn&#8217;t had a major league stolen base in the past three seasons.</p>
<h4><u>Fantasy Baseball Shortstops 2009</u></h4>
<p>Here&#8217;s some shortstops who may be available in your <strong>fantasy baseball</strong> league that you can consider picking up once you&#8217;ve made the decision to dump Reyes.  Consider the five shortstops in order of our fantasy baseball recommendations.</p>
<p><strong><img class="captionimg" border="2" align="left" width="70" src="http://msn.foxsports.com/fe/img/MLB/Headshots/140x170/7744.jpg" alt="Erick Aybar, fantasy baseball shortstop" height="85" />Erick Aybar, Angels</strong> &#8212; <a target="_blank" href="http://mlb.mlb.com/team/player.jsp?player_id=430947" title="Angels shortstop">Erick Aybar</a> is in his third season with the Angels, but it&#8217;s his first chance this year to play every day.  Aybar has responded with a .311 batting average to go with 4 homers, 41 RBI, and 9 stolen bases.  Aybar bounced around between the majors and minors the past three seasons until Orlando Cabrera was let go.  Aybar is hitting .490 this month, including 24 for 43 the past 11 games. He doesn&#8217;t have much power, but his hot hitting makes him worth a flier in deeper mixed leagues.</p>
<p><strong><img class="captionimg" border="2" align="left" width="80" src="http://www.baseballprospectus.com/card/images/headshot_46980.jpg" alt="Elvis Andrus, fantasy baseball shortstop" height="120" />Elvis Andrus, Rangers</strong> &#8212; <a target="_blank" href="http://sports.yahoo.com/mlb/players/8401" title="Rangers shortstop">Elvis Andrus</a> is a rookie this season and he has not disappointed in Texas.  Elvis has successfully left the base for the base in front of him 20 times this season.  That goes with a .257 average, 4 homers, and 19 RBI.  Andrus, a Venezuelan, was signed at age 16, back in 2003.  His defensive skills are off the charts, both with the glove and his arm. He has plus speed that he uses at shortstop and on the basepaths. Has made great progress offensively and is developing into a future leadoff hitter.</p>
<p><strong><img class="captionimg" border="2" align="left" width="75" src="http://images.wikia.com/openserving/sports/images/c/c2/Player_profile_Everth_Cabrera.jpg" alt="Everth Cabrera, fantasy baseball shortstop" height="112" />Everth Cabrera, Padres</strong> &#8212; <a target="_blank" href="http://www.cbssports.com/mlb/players/playerpage/1655635" title="Padres shortstop">Everth Cabrera</a> is a Nicaraguan rookie shortstop who has been hot lately.  Cabrera has 6 stolen bases in his last 6 games and clubbed his first career homerun at Cincinnati on Tuesday night.  On the year, Cabrera is .269/1/14/15.  We like his 15 stolen bases and the fact that it looks like the Padres have more confidence lately in his ability to run.  The Padres have never been known as a stolen base team; San Diego is 25th in the league in SB&#8217;s.  Cabrera is just 22-years-old and was playing at High-A Asheville just last year where <strong>he stole an amazing 73 stolen bases!  </strong>He has no pop and isn&#8217;t going to hit that well, but if he can keep getting on base, with that speed, he just might move to the top of the lineup where he can bring home a lot of runs too.</p>
<p><strong><img class="captionimg" border="2" align="left" width="70" src="http://i.cdn.turner.com/si/.e1d/img/4.0/global/baseball/mlb/players/8042.jpg" alt="Brendan Ryan, fantasy baseball shortstop" height="106" />Brendan Ryan, Cardinals</strong> &#8212; Brendan Ryan hasn&#8217;t played since July 30 when he bruised his ankle on a foul ball.  It&#8217;s hopeful he will be back in the lineup on Friday.  Ryan is not an every day player anymore with Julio Lugo on the club.  He&#8217;s .281/1/17/8 in 81 games this season.  Quite frankly, we think <strong>Lugo is the better player</strong>; he&#8217;s hitting .304 on the season.  Take Lugo instead if he&#8217;s the next best available.</p>
<p><strong><img class="captionimg" border="2" align="left" width="70" src="http://msn.foxsports.com/fe/img/MLB/Headshots/140x170/6638.jpg" alt="Cesar Izturis, fantasy baseball shortstop" height="85" />Cesar Izturis, Orioles</strong> &#8212; He&#8217;s not a newcomer like some of the others; Cesar Izturis is a veteran of almost 1000 games.  While you could never count on Izturis for power, he did have the ability to steal a base or two.  Not this year.  After stealing 9 bases early in the season, Izturis went out with an appendectomy.  Since returning to the lineup on July 10, Izturis has attempted only one stolen base (and he was out).  Izturis is .262/2/18/9 on the season.  <strong>We think there are probably better options available than Cesar Izturis.</strong></p>
